I don't mind vector lines - I can handle them a lot easier than mouse drawing a line but you can mouse draw it if you prefer. The short lines are my start lines and I run my vector toward the tall lines. Drawing tool should be set to Bezier Curve, line width of 1 and line style set to default. Create as vector unchecked. For my vector lines, I pick up the color from the area I'm working in. Start at short line and drag as far as long line, release button. You set the starting end first, then the other - I think I was setting the set point at about 4 pixels above the line I drew, to set the arch. If you don't know how to use the vector line - use the paint brush set to 1 or go practice the vector lines.Add new layer named eyeline, lay vector or paint lines, apply gaussian blur with set to 1. We will work the upper part of the eye first.

In the layer palette, drag layers to this order, unhide all layers and hide background layer to see what you have. This is rather sketchy, so from this point on you will check often and make up your own mind about how you want to make adjustments and alternations.

Same layer and move it to the top of the layers palette. Vector line the inner eye extending to the outer corner of the eye.

Same layer and vector the line from the outer corner of the eye to the lash end.

Hide background and unhide the rest to see where your problem spots are; redo if necessary.

Now you have a complete eye line, gaussian blur it by 1.

Add some short lashes to a new layer; gaussian blur at 1. I added a layer above the background layer and flood filled it with the medium flesh color so I could see how the eyes were shaping up and where I need to make alterations which I will activate for checking or de-activate for drawing.

Add new layer and use paint brush (size about 5 to 7) with pale flesh color to paint a light curve below eyes.
