Step 1
Start with a white filled area.

 

Step 2
Apply Flaming Pear's Silver plugin using the settings below.

 

Step 3
Next, apply PSP's Chrome filter.

 

Step 4
You can play around with the flaws setting, I used 3 for the text.

For the larger area,  I had to add an optional step;  I applied the PSP Guassian Blur filter with the setting of 4 and then I used the  chrome filter with flaws set to 1
              
 

Step 5
I added a drop shadow with these setting for the silver text.  For the

 

Step 6
I added a layer and moved it below the silver layer and flood filled it.             
 

Step 7
I flood filled the bottom layer.

 

For the image below,  I added a shadow to the silver banding using the above settings but changed the vertical & horizontal settings to zero and the blur to 3.5.

Close Window when Finished.
