Ok
lets start with the eyes and lips first
Make the head layer your active layer, add a new
raster layer and name it eyes.
Hopefully you will do a better job on the eyes than
I did :-)
Use the paintbrush with these settings

Using different colors, I simply pixel paint the eyes
You can make one eye, then copy, paste, and mirror
it to the other side and cheat a little :-) here is
a close
up screenshot of the eyes I made, I start with the
dark
around the edges and work toward the middle.

Then I went to effects, blur, and applied a Gaussian
blur of .75
then I went to effects, sharpen, and sharpened them
once

I think I made the eyes too big, if you mess up just
hit
CTRL and Z to back up and try again
When you get the eyes looking the way you want
lets move on to the lips.
Add a new raster layer and name it lips
Using the paint brush with the same settings
I paint the lips the same way, I used #E08E8E
for my foreground color. Here is a close shot of my
lips

Then, I used the retouch tool with these settings

and carefully darkened the middle to seperate the
top and bottom

Then I used the retouch tool again with these settings

and made a little highlight on the top and bottom
lips

Then I went to effects, blur and applied a Gaussian
blur of .75
Make the head layer your active layer, add a new raster
layer
naming it face1 and using the paintbrush again with
the same
settings and a foreground color of #B77C69 I painted
some
details on his face, shaping out a nose, some eyebrows
shading under his eyes, on his chin and by his ear.
here's mine

I gave this a Gaussian blur of 1 and in the layers
pallet
I turned the opacity of this layer down to 80
Make the head layer your active layer again, add a
new raster layer
naming it face2 and using the paintbrush again with
the same settings
in the tool options pallet change the size of the
brush to about 10 - 15
and change your foreground color to #CB9688, I painted
around the
outside of the head, going outside of the head alot.

Then I applied a Gaussian blur of 8 to this.
Make the head layer active again
go to selections - select all - selections - float
selections - invert - selections - save to alpha channel
and give this selection a name if you want and push
ok
While still selected, make your face2 layer active
again
the one you just painted, and go to edit - clear.
deselect
I turned the opacity of this layer down to 85

Add a new raster layer and name it face3
Using the paintbrush again, same color
change the size to 2 in the tool options pallet
I painted over the lines I made earlier and by the
ear
then changed the brush size to 10 and painted
some shading above his nose too.

Then applied a Gaussian blur of 3 and went to
selections - load from alpha channel and opened
the selection we saved earlier. then edit - clear.
Add a new raster layer, naming it face4
I changed my forground color to #E08E8E
and the paintbrush at a size of 50, all other
settings the same, I made two cheeks
then applied a guassian blur of 3 and loaded
the selection from the alpha channel again
and went to edit - clear. deselect

Make the head layer your active layer, add a new layer
naming it face5 and using the paintbrush again
at a size of 3 and my foreground color set to #E3CFCF
I painted some highlights above the eyes, on the tip
of
the nose, a little above the top lip and on the chin
and ear

Then applied a gaussian blur of 3 and loaded the selection
from alpha channel and edit - clear. deselect
I knew I hated the eyes and went back to that layer
and tried
to soften them up using the retouch tool, hoping to
make them
appear smaller... Make any additional changes to the
face you
would like and when you are happy with the way it
looks you can
shut all the other layers off and merge all the face
layers if you want.
That is about all I can say for creating faces....
Here's mine
