This tutorial was written using Paint Shop Pro 8
We
will start with the body, I used a canvas size of 400 x 400 transparent
background
you can always resize the canvas later, I like alot of room
:o)
I used #D6A784 for the outline and the paintbrush with these settings
Shape
= round
Size = 1
Hardness = 100
Step = 1
Density = 100
Opacity =
100
Zoom WAY up on the canvas so you can see what your doing and make the head
All screenshots are shown at 500%

And the same color for the arms

And the body

And the legs

Now select inside the body using the magic wand, holding down your Shift key to select the head, body and fingers and flood fill with #E0B18E, do not deselect.
Now go to "selections" "modify" "contract = 1" and then go to "adjust" "brightness/contrast" or (Shift - B) and change the brightness to 5 and the contrast to 0. Do not deselect.
Repeat those same steps 7 times, contracting by 1 and adjusting the brightness = 5 and then deselect

Add a new raster layer
I used a light pink #E4C3C3 to start making the dress.
I changed the color to black in the screenshot because the pink was too hard to see for counting pixels :o)

and a light gray for the rest of the dress #E1DDD9
again, I used black in the screenshot to see better.

Now select inside the pink area and fill with a lighter pink #F0DEDE, apply a cutout with the settings below and deselect.
Vertical = 0
Horizontal = 0
Opacity = 100
Blur = 6
Shadow
Color = Same as outline #E4C3C3
Fill Color = Same as fill #F0DEDE
now select inside the rest of the dress and fill with white, use a cutout with these settings
Vertical = 0
Horizontal = 0
Opacity = 100
Blur = 8
Shadow
Color = Same as outline #E1DDD9
Fill Color = Same as fill white
Do not deselect
Use
the Lighten/Darken Brush
with these settings

and right click and drag to add some fold lines on the skirt, then deselect.

Now make the body layer active again, use the selection tool set for rectangle, no anti-alias, no feather, and make a selection around the legs

then go to "selections" "float" and then "selections" "defloat"
the ants should be marching around the legs
Add a new raster layer above the body, under the dress, and flood fill with the same light pink as the dress, turning the opacity of this layer down to 60 for a transparent tights look. deselect.

Back on the dress layer, I added some random little white and light gray dots on the dress, trying for a lacy look... this is entirely up to you though :o)
And then using three different darker pinks #D98989 #E6B0B0 #EFCBCB
I made a tiny bow
the screenshot is zoomed up 1200%

Add a new raster layer at the top, using three different shades of brown, #A8764A #D69560 #E0A67C make the hair.... I could not find an easy way to count out these pixels because they were so bunched together, sorry about that, if you find this too hard you can use the hair I made if you want, just open the hair.psp file and copy - paste on a new layer and move it into place. It should fit okay....

Add a new raster layer and use the colors below to paint her face.

Add a new raster layer above the body layer and under the face layer, change your color to #E26A56 and your paintbrush size to 6 and add some color to her cheeks

Then go to "Adjust" "Blur" "Blur More" and turn the opacity of this layer down to about 40

On a new raster layer, change your paintbrush size back to 1 and use a light gray #E8E6E4 to make some slippers

change your color to #F6F5F4 for the fill

And then use white for some ties and highlights

I painted two little flowers in her hair, and you are finished!
