Switching back to freehand draw with vectors checked, I changed my fill color to #EDC59A and made a hand under the sleeves layer.
Converted this to a raster layer and used a cutout with these settings.
And then used Darken and Lighten RGB, changing the size to 3 on both those, to add some details to the hand. As you can tell I did not do a very good job! When you are happy with your hand you can copy and mirror this hand to the other side.
Using freehand draw and the same skin color I made a neck at the bottom of all these layers. Converted that to a raster layer and used the same cutout as before.

And then made the head above all these layers, converted that to a raster layer and used the same cutout here too.

Now you can make the hair any way you want, I used my curly-Q tube, adding a layer above the head layer I added some hair and then adding another layer under the neck layer I added more hair. I used the curly tube at a size of 15 and 20%.

Using the freehand draw again, I made part of the bow on her head, above the hair layer.
Converted that to a raster layer and made more of the bow on another layer.
Converted that to a raster layer, and made the bow knot on a new layer.
Converted that to a raster layer and then used Lighten and Darken RGB to shade all 3 bow layers.
Ok now she needs a face, find the head layer and add a new raster layer above that. Using the draw tool again
with vectors unchecked, a line width of 1 and a stroke color of black, fill set to null, and draw two little eyes.
Add a new raster layer under this one and use the paintbrush
with these settings.
and using a color of your choice, I used #F18E77, paint a little mouth.
And use Darken and Lighten RGB, changing the size to about 3, darken between the two lips and add a little highlight on the top and bottom lip.
I used a Gaussian Blur of .65 on the finished lips.
Adding another raster layer under the lips, I used the same color, and preset shapes ellipse with vectors unchecked to make two small circles for her cheeks.
And used a Gaussian Blur of 6 for the cheeks.
Add a layer right above the head layer, to give her face a little more depth I used the paintbrush again, changing the size to 6 and the color to #D3A06F I painted some shading on her face.
And used a gaussian blur of 3 on this layer, I cleaned up anything going outside the head by making the head layer active, selections, select all, selections, float, selections, invert and make the shade layer you just painted active and edit, clear.
Then I made the head layer active and used Darken RGB at a size of 3 to shape a nose and added some shading and highlights to her face.
And here is my finished girl...
