This tutorial was written using Paint Shop Pro 8

 

Open a new image, transparent background, 400 x 400

Starting with the body use #CEAB74 for the outline color

Select the inside of the body with the magic wand and flood fill with a lighter color #E5D1B1

Add a new raster layer and make her dress, I used #6D876D for the outline and #A0B2A0 for the fill color

On the same layer make her shirt, I used #E0CA9C for the outline and #F7F0E3 for the fill color

Add a new raster layer and make some hair, I used #CFA235 for the outline and #E1C581 for the fill color

Add a new raster layer right above the body, change your paintbrush size to 8 and your color to #DF7955 and make to cheeks

Go to "adjust" "blur" "gaussian blur" and change the number to 3

Use the eraser tool to erase any of the blurred cheeks going outside the head outline

turn the opacity of this layer down to about 55

Add a new raster layer and make her face, changing your brush size back to 1

Add a new raster layer and make a little doll

and another doll

Give the first doll some hair, I used #9A6526 for the outline and #CF8C35 for the fill

and the other dolls hair, I used #9E7B28 for the outline and #CFA535 for the fill

and here is what we have so far......

Make the body layer active and use the magic wand to select the head

Use a cutout with these settings

Vertical = 0
Horizontal = 0
Opacity = 100
Blur = 6
Shadow Color = same as outline
Fill interior with color (checked) = same as fill

deselect and merge all visible layers

select the neck with the magic wand and use the same cutout, deselect

select the right arm and use the same cutout

select the left arm and use the same cutout

select the right foot and use the same cutout

select the left foot and use the same cutout

Select inside the dress with the magic wand, make sure you select between the dolls legs holding down the shift key

Use a cutout with these settings

Vertical = 0
Horizontal = 0
Opacity = 100
Blur = 8
Shadow Color = same as outline
Fill interior with color (checked) = same as fill

Do not deselect

Go to "adjust" "add/remove noise" "add noise" and use these settings

for the shirt, select the right sleeve and use the cutout below, then select the left sleeve and use the same cutout and then the neck area and use the same cutout.

Vertical = 0
Horizontal = 0
Opacity = 100
Blur = 6
Shadow Color = same as outline
Fill interior with color (checked) = same as fill

using a much lighter color #CAD6CA I added some details to her dress

Select each doll part one at a time, face, hands, and legs, and use a cutout with these settings

Vertical = 0
Horizontal = 0
Opacity = 100
Blur = 5
Shadow Color = same as outline
Fill interior with color (checked) = same as fill

Now select each of the dolls dresses one at a time and use a cutout with these settings

Vertical = 0
Horizontal = 0
Opacity = 100
Blur = 6
Shadow Color = same as outline
Fill interior with color (checked) = same as fill

and then choose a much lighter color and add some little details

Now select inside both the dolls hair, "selections" "modify" "contract" = 1

(Shift - B) and adjust the brightness = 20

"selections" "modify" "contract" = 1 again

(Shift - B) and adjust the brightness = 20 again

Now select inside the girls hair, using the magic wand and holding down your Shift key to select all the inside areas

repeat the same steps

selection, modify, contract = 1

adjust the brightness = 20

selections, modify, contract = 1

adjust the brightness = 20

deselect

Give the dolls some little eyes and cheeks and your finished :o)
