Changing your fill color to #D8CAA8, add a new vector layer at the very top naming it head, use preset shapes ellipse to make the head.
Add a new vector layer right under the head, naming it hat-back, change your fill color to #B57242 and use preset shapes ellipse again to make the back of his hat.
Add a new vector layer right above the head, naming it hat-front, and use the same color and settings to make the front of his hat.
Add another vector layer right above the head, under the front of the hat, naming it hair1. Change your fill color to about #CFB33F and using preset shapes teardrop, give him some hair. Make sure the shapes are not touching each other.
Add another vector layer above that naming it hair2, make the rest of his hair using the same color and shape.
