Add a new vector layer right under the arms, naming it hands, using the same color as his head #D8CAA8 and preset shapes ellipse, make one hand and copy it to the other side.

Add a new RASTER layer at the very top naming it ties, change your fill color to null and your stroke color to black, use the freehand draw tool with a line width of 1, vectors unchecked, and carefully draw some ties on his neck and arms. If you mess up, just hit CTRL-Z on your keyboard and try again.

Add a new vector layer under the ties naming it patches, start by using a fill color of yellow, I used the same as his hair, and preset shapes diamond. Then change your fill to a red color, I used the same as his shirt, and use preset shapes heart to make another patch. Then blue, same as the pants, and preset shapes rounded rectangle to add another patch on his sleeve. In the tool options pallet choose "dashed with arrowhead end" as your line style. For your stroke color use #404040.

Add a new vector layer right under the head, naming it hatband. Set your fill color the same as the pants and your stroke color at null, use preset shapes ellipse to make this.

Add a new vector layer right above the head and make two little red hearts for the cheeks using preset shapes.

Add another layer above the cheeks and use preset shapes teardrop for a little nose, then two little eyes and a mouth using freehand draw.

Add a new raster layer right above his pants naming it pocket, set your fill color the same as the pants color, set your stroke color to #404040, and use preset shapes ellipse, vectors unchecked and the line style the same you used for the patches. Make an ellipse and then use the selection tool to select the top half of the ellipse and then EDIT - CLEAR.

Add a new vector layer at the very top naming it sign, use preset shapes rounded rectangle, line width of about 10, line style Solid #1, fill color the same as the head, stroke color the same as the pants, and make the sign.

If you have not done so already, convert all your layers into raster layers by right clicking on the layer in your layers pallet and choosing "convert to raster layer"
