Add a new raster layer above the highlights and use preset shapes Teardrop with a fill color of black to make two eyes
And on this same layer use the draw tool at freehand line and your fill color at null, use black to make some little lashes and white to add some dots for highlights.
Making the head layer active again, apply the same cutout here that we used on the nose. Missed this earlier...oops
Add a new raster layer right above the eyes and use the line tool
with freehand line, antiallias checked, to select two small areas for the eyebrows.
and use your paintbrush with the settings below, paint some eyebrows in the selection using white and light gray.
And while still selected use a gaussian blur of 1 on this.
Now make the gray hat trim layer active and go to selections, select all, selections, float and then selections, modify, and expand by 4. Using the paintbrush with the same settings, paint some white fuzz in the selection.
With this area still selected use a gaussian blur of 1 here too.
Then make the very top hat layer active and use the retouch tool again with these two settings.
And use darken and lighten rgb too add some shading and highlights to this part of the hat.
Use these same settings on the other red hat layer and you are finished.
