This was made using Paint Shop Pro 7.
I will show you how I make faces and hair without the use of any outside filters.
This assumes you have a good working knowledge of psp and the tools needed.
I used a canvas size of about 400 x 450 for this, transparent background.
Made
the head using freehand draw
and #DDB191
Used #CE8A58 for the stoke color to make the nose on a new layer.
Used a fill color of #B98062 to make the lips
Used freehand draw #E8E4E2 to make the eyes
On another layer I used preset shapes ellipse with a fill of #626076 to make the inside of the eyes, then selected the white parts of the eyes, inverted the selection, and cleared the ellipse layer.
Used preset shapes ellipse again, fill color #1F1D35, to make the pupils.
Added some little highlights in the eyes.
Freehand draw, black outline around the eyes
Under the outline layer, I used freehand draw to make some little lashes
Used these settings for Darken RGB on the lips layer
