On a new vector layer at the very top, use a fill color of #D1B27E and preset shapes ellipse to make his head, leaving plenty of room for the beard.

On a new vector layer above the head use preset shapes ellipse and a fill color of #BEA699 to make the beard.

On a new vector layer under the beard use the same color as the coat to make the hat, leaving a little room for the trim

Use a fill of #BEA699 to make the trim for the hat on a new layer

On a new layer use black to make two circles for his eyes and two single lines

On a new vector layer above the beard use a fill of #DBCEC7 to make the mustache, I used freehand draw for this
