I used a cutout on both his hands, I applied the default gold sculpture to his belt buckle, the buttons, and the buckles on his shoes, and I used a round inner bevel on the bells. I also darkened the bell strap behind the arm.

I used a round inner bevel on the bottom of his shoes and the strap on his shoes.

I used the paintbrush at a size of about 2 and color of white to add some stripes on a new layer above the pants

Add a new raster layer right above the head and use a darker skin color #C1997A to paint some shading on the face, using a blur of about 5.

Add a new layer and make a small ellipse for his nose

Add a new layer above the nose and add some highlights to his cheeks and nose and some eyebrows

Add a new raster layer above the hat and use the paintbrush with a brush size of about 6 and a color of #421A1A to paint some shading on the hat, then apply a gaussian blur of about 7 to that and select outside the hat layer and clear the shading layer to clean up anything going outside the hat.

Add a new layer above that and use a lighter color #D48686 for some highlights the same way you did the shading
