Here are the tiles I used for the girls clothes.

For the hair, I used my hair selections and filled with this tile.

Download this Zip File which includes all the selections, both the faces incase you do not want to make them yourself, and my curly hair tube. Open the curly hair tube in PSP and go to "file" "export" "picture tube" with these settings.

Cells Across = 3
Cells Down = 2

Name it Curlyhair

This is a long tutorial... It uses 64 selections and alot of layers :-) I did not even attempt to name all the selections, they are numbered 1 through 64, we will be using them in order. I did not name the layers either. I have tried to make this as easy as possible with lots of screenshots.. These pages may take awhile to load..

This was made using Paint Shop Pro 7

Open a new image 450 x 600 with a transparent background go to "selections" "load from disk" and open the 1.sel fill with the pattern or color you are using for the big sisters shirt, I used the tile above, stile3.jpg at 45% size, deselect

On the same layer, "selections" "load from disk" and open the 2.sel, go to "colors" "adjust" "brightness/contrast" and change the brightness to -30 and deselect

Same layer open the 3.sel, "colors" "adjust" "brightness/contrast" and change the brightness to 30 deselect

Add a new layer and load the 4.sel Fill with your skin color, I used #F8D3BA go to "selections" "float" and then "effects" "3d effects" "cutout" with these settings

Deselect and load the 5.sel on the same layer "colors" "adjust" "brightness/contrast" and change the brightness to -20, deselect

Add a new layer and load the 6.sel Fill with the same color/pattern for the big sisters shirt and deselect.

Same layer load the 7.sel adjust the brightness to -30 deselect and load the 8.sel adjust the brightness to 30

Add a new layer and load the 9.sel fill with the color or pattern you are using for the little sisters shirt I used the tile above called stile53.jpg at 55% size, deselect

Same layer load the 10.sel adjust the brightness to -30 deselect and load the 11.sel adjust the brightness to 30 deselect

Add a new layer and load the 12.sel fill with your skin color, selections float and effects 3d effects cutout change the blur to 30, other settings the same, go to effects noise and add 3% uniform noise. deselect

Add a new layer and use your preset shapes  with these settings

Change your background color for the cheeks I used #EF978F, and make two circles for her cheeks, here's mine...

Then go to "effects" "blur" "gaussian blur" and change the number to 8

Now you can make your own face or use mine included in the zip file, open the face1.psp and go to "edit" "copy" then make your
sisters pic. active and go to "edit"
"paste as a new layer" and use your mover tool to line her face up....

Add a new layer and load the 13.sel I filled this with the hairtile.jpg at 35% size, deselect same layer load the 14.sel and fill
with same tile, deselect
load the 15.sel and fill with same hair tile and deselect. You could also use my curly hair tube at 15% and add your own hair

Add a new layer and load the 16.sel fill with your choice for her hair bows I used a gradient

Then go to "selections" "invert" and "selections" "modify" "expand" by 1 and adjust the brightness -35, deselect

Add a new layer and load the 17.sel fill with same color/gradient selections, invert, selections, modify expand by 1 and adjust brightness -35 deselect

Add a new layer and load the 18.sel fill with same color/gradient I used the same gradient, changing the angle to 40 and repeat to 1

selections, invert, selections, modify and expand by 1, adjust brightness -35 deselect

Add a new layer and load the 19.sel fill with same color/gradient I changed the angle on my gradient to 140

selections, invert, selections, modify and expand by 1, adjust brightness -35 deselect

Add a new layer and load the 20.sel fill with same color/gradient I changed mine to sunburst gradient repeat of 0

selections, invert, selections, modify and expand by 1, adjust brightness -35 deselect

Add a new layer and load the 21.sel fill with same color/gradient selections, invert, selections, modify and expand by 1, adjust brightness -35 deselect
