This was made using Paint Shop Pro 7
Download the selections and save them in a folder of your choice. Included in the zip file is the little bird tube I made for this.
Here is the pattern I used for the trees.

Open a new image 700 x 550 on a transparent background
Name your first layer "trees" and go to SELECTIONS - LOAD FROM DISK and open the 1-trees.sel and fill with #746050 then deselect and go to EFFECTS - 3D EFFECTS - INNER BEVEL with the settings below and deselect.

On the same layer load the 2-trees.sel and fill with the tree pattern included in the zip file and deselect.
Go to LAYERS - NEW RASTER LAYER and load the 3-body.sel, fill this with white and deselect. Go to EFFECTS - 3D EFFECTS - CUTOUT using the settings below.

Still on the same layer go to EFFECTS - NOISE and add 6% uniform noise.
Add a new raster layer and load the 4-head.sel fill this with white and deselect, apply the same cutout changing the blur to 25 in the settings and leaving the rest the same. Add the same 6% uniform noise.
Add a new raster layer and load the 5-cheeks.sel and fill with #C36559 deselect.
On the same layer load the 6-face.sel and fill with black, deselect.
On the same layer load the 7-nose.sel and fill with #C47E4A then go to SELECTIONS - INVERT and then EFFECTS - 3D EFFECTS - DROP SHADOW using the settings below and deselect.
Vertical
= -2
Horizontal = -2
Opacity = 40
Blur = 9.9
Color = Black
Still
on the same layer use the paintbrush
with the settings below and change your foreground color to white,
paint 2 little highlights in the eyes.

Still
on the same layer use the Retouch Tool
set for Lighten and Darken RGB with the settings below to add some
little details to his nose.

Add a new raster layer and load the 8-gloves.sel and fill with #9A473B then deselect and apply a cutout with the settings below.

Add a new raster layer and load the 9-arm.sel and fill with #A09CB5 then deselect and use a cutout with the settings below

Opacity = 90
Blur = 25
Shadow Color = #413F4D
Fill interior with color = #A09CB5
On the same layer load the 10-arm.sel and fill with #5A5767 then deselect
Add a new raster layer and load the 11-coat.sel and fill with #A09CB5 then deselect and use a cutout with the settings below
Vertical
= 4
Horizontal = 0
Opacity = 90
Blur = 35
Shadow Color = #413F4D
Fill interior with color = #A09CB5
Add a new raster layer and load the 12-coat.sel and fill with black, deselect and turn the opacity for this layer to 65 in your layers pallet.

Add a new raster layer and load the 13-coat.sel and fill with #5A5767 and deselect.
Add a new layer and load the 14-pockets.sel and fill with #9A473B then deselect and use a cutout with the settings below.

Fill interior with color = #9A473B
Add a new raster layer and load the 15-heart-buttons.sel and fill with #9A473B deselect and apply an inner bevel using the settings below.

Then still on the same layer apply a drop shadow with these settings

Add a new raster layer and load the 16-arm.sel and fill with #A09CB5 then deselect and apply a cutout with the settings below.

Fill interior with color = #A09CB5
Add a new raster layer and load the 17-arm.sel fill with black and deselect, turn the opacity of this layer to 65 in your layers pallet.
Add a new layer and load the 18-arm.sel and fill with #5A5767 deselect.
Add a new layer and load the 19-scarf.sel and fill with #506C50, deselect and use a cutout with the settings below.
Vertical
= 0
Horizontal = 0
Opacity = 90
Blur = 20
Shadow Color = #151B15
Fill interior with color = #506C50
On the same layer load the 20-scarf.sel and fill with #151B15 and deselect, use a drop shadow with the settings below

Color = Black
Add a new raster layer and load the 21-scarf.sel fill with #506C50 and deselect, apply the same cutout and the same drop shadow.
On the same layer load the 22-scarf2.sel and fill with #151B15 deselect.
This is up to you, I added a new layer here and used the paintbrush with the settings shown to make a bunch of little stars on the scarf and coat using different colors.

Add a new layer and load the 23-hat.sel and fill with black, deselect.
Add a new layer and load the 24-hat.sel and fill with #9A473B then deselect and use a cutout with the settings below.

Fill interior with color = #9A473B
Add a new layer and load the 25-hat.sel and fill with white then deselect and turn the opacity of this layer down to 60 in your layers pallet.
Add a new layer and load the 26-hat-shine.sel and fill with white then deselect and turn the opacity of this layer down to 70 in your layers pallet.
In your layers pallet turn the very bottom "trees" layer off and merge all the snowman layer and rename it snowman1, turn the tree layer back on and here is what you should have so far...
